Remove one specific undelivered follow-up message by its follow-up ID — whether still pending its deferred delivery or already queued.
murmur queue add) — whether still pending its --deliver-at delay or already queued. Idempotent: reports whether anything was removed.
Cancelling a self-scheduled deferred follow-up (a “resume me at T” the agent no longer needs) is queue remove of that message.
